Sleep, or lack there of...

HELP...this has been an ongoing problem for the past few months, and I'm looking for some advice:

 

My husband is the lightest sleeper ever. I used to sleep fine unless the dog or I had to get up in the middle of the night to pee, but since the husband moved in (2 months ago), neither of us has slept thru the night. The problem is he's the lightest sleeper ever. In the summer he doesn't want the windows open because the traffic keeps him up (I live near a semi busy road, but not THAT loud)...and the dog is killing him. Any time the dog rearranges his bed or does that little shake out, the husband acts like a dramatic baby flip-flopping in bed for me to do something about it, or sighs loudly as in, he's doing it againnnnn. I took the dogs collar off. I bought him a noise-blocking machine. We put room darkening shades up.  I suggested he wear ear plugs (he doesnt think this is fair) but nothing works. Now he wants the dog in the other room, but the dog has never slept anywhere else and gets lonely and will most likely whine and pace all night if blocked out of the room.

 Any suggestions would be helpful!
