How to word this?

I'm adding up the number of participant at programs at my work over the years. We had 32,0000 people attend programs over the last 10 years, however it really isn't 32,000 people because a lot of the same people attend our programs. Is it still ok to say our programs have reached 32,000 participants.

How would I word this?

something along the lines of "total attendance for the past decade is 32,000"

Sorry, I just popped in for a second and don't have a lot of time to really think it through, but maybe that gives you a direction to go in.
